Champaign County Libertarian Party Bylaws |
Bylaws as adopted in September 2006.
The name of this organization shall be the Champaign County Libertarian Party. Hereafter, Champaign County Libertarian Party may be abbreviated as CCLP.
The purpose of CCLP shall be to promote the ideal specified in the Libertarian Party Statement of Principles by any means consistent with those principles. Specifically, CCLP will move public policy in a libertarian direction through: the support of the election and appointment of Libertarians to public office; the support of libertarian changes to public law; and education and activism.
Any natural person who supports the purpose of CCLP who has not had their membership terminated for cause is qualified to become a member.
Any qualified person who informs an executive officer or the membership body of their desire to become a member shall be made a member upon such notification.
Any person shall have their membership terminated when:
The Executive officers shall consist of the Chair, the Vice-Chair, the Secretary, and the Treasurer. These officers shall form the executive committee. The executive committee shall manage the general affairs of CCLP, provided that its actions shall not conflict with actions taken by the membership. In the event a vote of the executive committee results in a tie, the officers side with the support of the following officer in order of priority shall prevail 1) Chair 2) Vice-Chair 3) Treasurer 4) Secretary.
The Chair shall preside over meetings, and be an ex-officio member of all committees except the Nominating Committee, if established.
The Vice-Chair shall perform the duties of the Chair in conjunction with, or in the absence of, the Chair.
The Secretary shall keep club records including, but not limited to:
The Secretary shall insure members are informed of meetings and events through an appropriate mailing list. The Secretary shall perform the duties of the Chair in the absence of the Chair and the Vice-Chair.
The Treasurer shall keep CCLP funds and financial records, and make disbursements as directed by the Executive Committee. The Treasurer shall perform the duties of the President in the absence of the Chair, the Vice-Chair, and the Secretary.
Additional officers, not to be a part of the executive committee, and additional committees may be elected by vote of the members or by the executive committee.
Any officer may be assigned additional duties by the membership or the executive committee, consistent with the organizational mission.
Consistent with the above, any officer may delegate any or all of their duties to another member or committee, as long as they insure that the duty is performed adequately.
Executive officers shall be elected by a majority of the members present at the meeting in September of each year. If an election is not concluded, another election must be attempted at the next scheduled meeting.
Officers shall continue to serve until such time as their successors are elected.
Officers shall be removed from office when:
Any office except President and Treasurer may remain vacant in the event no member is willing to perform their duties.
Otherwise, vacancies of executive officers shall be filled by special election at the next scheduled meeting following the vacancy (or at any meeting in progress). Vacancies of other officers shall be filled as elected by the members or the executive committee.
The executive committee shall schedule meetings once a calendar month. The meetings shall be held at a time and location convenient to the membership.
Coordination of CCLP activities with the membership shall be conducted at scheduled meetings, as well as any other activity consistent with the organizational purpose. All actions requiring a vote of the membership shall occur at a scheduled meeting.
Members shall be informed of scheduled meetings through the electronic mailing list at least seven days in advance, as well as by any other method of communication approved by the executive committee.
A scheduled meeting may be canceled by the executive committee if circumstances indicate it will not be able to further the organizational mission. Members shall be notified of such cancellation as practicable.
Notwithstanding the above, a majority of members may schedule a meeting by petition. Upon notification to any executive officer of such a petition, such a meeting will be scheduled. This meeting may not be canceled.
The executive committee may schedule events to further the organizational purpose, including, but not limited to:
The executive committee may cosponsor events with other organizations, and coordinate management of the events with those other organizations.
Members shall be informed of such events as practicable. Events may be canceled, in which case members shall be notified of such cancellation as practicable.
Individual committees may meet according to their own schedule approved by a majority of the respective committee, with notification provided to all members of that committee provided by a mailing list or other means approved by that committee.

Any action requiring a vote of a committee shall require a majority of that committee, however in the event electronic communication is used, if a vote is not received within 72 hours of a request, the committee may proceed as directed by a majority of those voting.
Except as otherwise provided for in these bylaws, all meetings shall at the request of any member present, be conducted according to Robert's Rules of Order.
CCLP shall be an affiliate of the Libertarian Party of Illinois.
In the event that CCLP at any point in the future ceases to be organized in any form, all assets of CCLP shall become property of the affiliated group. In CCLP shall cease to be organized at a time when no affiliate exists, the final officers may distribute any assets to a non-profit organization consistent with the organizational purpose.
These bylaws may be amended by a vote of not less than 2/3 of the membership present at any scheduled meeting, provided that:
